Sen. Jose Rodriguez bill makes it easier to install solar panels

AUSTIN — A bill passed last week by Sen. Jose Rodriguez, D-El Paso would make it easier for some Texans to install solar panels on their homes.

Senate Bill 1626 cleared its final legislative hurdle last week as is on its way to Gov. Greg Abbott for his signature.

Under it, developers can’t stop home and condominium owners from adding solar panels while the community is still in its development phase. The bill applies only to communities with 51 or more housing units and community covenants still can stop solar installation.

Even with those limitations, Rodriguez said it’s important to extend the solar option to as many Texans as possible — including in the Sun City.

“Solar energy continues to emerge as a cost-effective, sustainable and non-polluting source of energy, and removing any barriers to its continued development is a priority,” Rodriguez said in a statement.

Industry groups also supported the measure.

“SB 1626 is beneficial to homeowners and home builders alike, as it promotes reasonable flexibility for homeowners to utilize alternative energy resources without compromising on the aesthetics and atmosphere of a residential community,” Scott Norman, executive director of the Texas Association of builders, said in a statement.
